本文是一份文献研究材料,目的是为中国汶川大地震的灾后重建提供国际经验以资借鉴。本文以美国卡特里那飓风灾后的新奥尔良重建为背景,论述了国际规划界在后新奥尔良时代形成的一些关于灾后重建的共识。同时介绍了新奥尔良重建规划的过程、内容框架和不足,最后总结新奥尔良经验对汶川大地震灾后重建的原则性借鉴意义。
Abstract：This article is a literature study with the aim of providing international information for the Wenchuan Earthquake recovery effort.Set against the background of New Orleans recovery after the Katrina hurricane,the article examines the scholarly consensus on post-disaster recovery planning in the post-New Orleans era,and then briefs on the planning process, framework and limits of the New Orleans recovery planning.It concludes with the implications of the New Orleans case for the Wenchuan recovery planning which is right underway.
