This paper emphasizes on the crucial role that innovation plays in promoting socio-economic development. It also pointed out that the development ofinnovation policies in peripheral regions might be regarded as an issue of institutional capacity building. By introducing the conceptual design of regional development agency for Portuguese relatively peripheral region of Aveiro, the paper analyzes the distancing of the academic system in relationto the productive fabric in the region, and the necessity and methodology of gradually building up regional institutional and interactive capacity.
