20世纪60年代,在地区社会经济和城市化进程加速发展的背景下,巴黎地区及时认识到区域整体发展的重要性,以长期的区域规划探索为基础制定和实施了新城政策,从区域高度协调地区城市化发展、重构区域城市空间结构,促进区域均衡发展、提高地区整体实力,使巴黎能够在日趋激烈的国际城市竞争中始终立于不败之地。这对正处于大发展时期的北京地区来说,应该是一个极好的启发。
Abstract：In the 1960s when the Greater Paris Region was undergoing the accelerating phase of socio-economic development and urban growth, thereemerges the concept of integrate development of the region as a whole. The urban policy of New Towns was then carried out in 1965 after a seriesof regional studies, which, from the point of regional view, aims at coordinating the urbanizations, restructuring the urban areas, promoting thecoordinated development and enforcing the strength of the region. It may be regarded as the key to the sustained success of Greater Paris in thekeen competition among the international cities.
[1]巴黎地区的第一次区域规划是由HerryProst主持完成的,因此被习惯地称为“Prost规划”。
[2]关于新的城市发展极核,PADOG规划曾提出过4种不同的布局建议:一是沿放射状交通干道建设新城,二是选择距离巴黎40～50公里的现有城镇重点发展,三是在距巴黎40～50公里的地带内建设新城,四是在现有城市建成区内建设新的城市中心;考虑到当时条件下规划实施的可行性,最终选择了后一种方案,其中就包括了拉德芳斯新区。
[3]SDAURP规划出台后不久,巴黎地区的人口增长开始减缓,因此在1969年进行的规划修编中,新城的数量由原来的8个减少到5个,每个新城的人口规模被下调了约50%。
[4]1987年签署的一期合作协议包括:5200间旅馆客房,22000平方米的商业、餐饮和演出面积,570套住宅,占地5公顷的产业园,18洞的高尔夫球场以及其它配套服务设施等,至今已全部建成投入使用,创造就业岗位37000多个。1997年公布的二期合作计划包括:9万平米的国际商业中心,1600套住宅,3万平方米的办公和服务建筑,以及33公顷国际企业园,可提供永久性就业岗位3800个。
