在“一带一路”倡议驱动和全球化背景下,内陆港成为促进城市和区域国际贸易发展的重要物流交通枢纽和产业新区,引发了交通、物流、地理、管理等多学科的讨论。然而,城乡规划领域对这一重要类型的产业园讨论还较缺乏。本文首先基于“一带一路”倡议催生的该类型产业园发展和功能特征,对内陆港进行了重新的准确定义——“国际内陆港”,以突出其具有的口岸功能属性,这对构建“一带一路”倡议背景下的新型基础设施理论十分重要。然后,基于其形成与发展受到国际、国家、区域和城市等不同空间尺度因素影响的突出特征,在对国际内陆港知识图谱分析的基础上,系统综述了国内外内陆港相关研究进展,从尺度变化的视角阐述内陆港的形成机制与类型划分,从尺度重构的视角分析内陆港的空间布局特征,从尺度政治的视角理解内陆港的港—城关系协调问题。最后,提出了对中国内陆港规划研究的展望,以期为我国内陆港规划建设提供有价值的参考。
Abstract:In the context of the Belt and Road Initiative and globalization, inland port has become an important logistics and transportation hub and industrial new area to promote the development of international trade in cities and regions, triggering multidisciplinary discussions on transportation, logistics, geography and management. However, in the field of urban and rural planning, there is still a lack of discussion on this important type of industrial park. Based on the development and functional characteristics of this type of industrial park spawned by the “Belt and Road Initiative”, this paper firstly redefines the Inland inland Port accurately“International Inland Port”, so as to highlight its port functional attributes. This is very important for building a new infrastructure theory in the context of the Belt and Road Initiative. And then, based on the prominent feature that its formation and development are affected by different spatial scale factors such as international, national, regional and urban, and based on the analysis of the knowledge graph of international inland ports, this paper systematically summarizes the relevant research progress of inland ports at home and abroad, and expounds the formation mechanism and type division of inland ports from the perspective of scale change. The spatial layout characteristics of inland ports are analyzed from the perspective of scale reconstruction, and the coordination problem of port-city relationship is understood from the perspective of scale politics. Finally, the paper puts forward the prospect of China’s inland port planning research, in order to provide valuable reference for China’s inland port planning and construction.
