本文将荷兰空间规划放在范围更大的欧洲背景下以及社会模式和福利制度变化下进行考察。文章首先比较了不断变化的福利制度和规划体系类型。福利制度的模式有助于归纳出塑造特定场所中国家、市场和公民关系的不同价值观和做法。规划体系的模式往往遵循了类似的形式,因为它们根植于同样的"社会模式"。在荷兰,福利制度的基本模式和规划模式之间存在很强的联系。尽管规划结果目前尚未确定,但福利制度和规划体系已经面临越来越大的压力,需要采取更为宽松的以市场为中心的方式。

Abstract:

This paper positions spatial planning in the Netherlands in relation to its wider European context and to changes in models of society or welfare systems.The starting point is a comparison of changing typologies of welfare systems and planning systems.Models of welfare systems help to generalise about the diverse values and practices that shape relationships between the state,the market and citizens in particular places.Models of planning systems tend to follow a similar typology because they are rooted in the same‘model of society'.In the Netherlands there has been a strong correspondence between the underlying model of the welfare system and the model of planning.The welfare and planning systems have come under increasing pressure to adopt more liberal market centred approaches,though the outcome for planning is as yet uncertain.
