在控制性详细规划编制过程中,如何有效落实城市设计的相关概念,保障规划控制对城市形态的良性指导,不仅是颇受关注的热点问题,也是值得研究的难点问题。本文通过对1995～1998年间深圳福田中心区22、23-1街坊的控规方案的比较分析,探讨一般常规性控规编制方法的偏颇之处,总结控规编制过程与城市设计概念的内在关联,提出控规编制内容可以从城市空间结构调整、内部格局优化以及设计导则等三方面贯彻城市设计的相关要求,从而加强控规对于城市环境转变的深入影响与积极作用。

In the development process of the RDP, how do we implement the urban design concepts? How do we guarantee the positive guidance of planning control on the urban form. These are hot issues that get people’s attention, and also they are difficult problems that need more research. This paper makes comparative analysis on the RDP schemes of the 22nd and 23-1 blocks of the Shenzhen Futian Central District between 1995 and 1998. The weakness of the traditional method of the RDP is discussed, and the inherent relationship between the development of the urban design concepts and the RDP is summarized. The paper proposes three ways to implement the urban design requirements from the components of the RDP—the adjustment of the spatial structure, the optimization of the internal layout, and the urban design guidelines. These methods will enhance the positive influence of the RDP on the transformation of the urban environment.
