本文以澳大利亚昆士兰州的规划法案为例，说明了澳大利亚城市规划管理体制的几个特点，即政府规划行为的公开性、开发许可证有关规定的完善性、公众利益与个人利益的相互协调性，以及法庭的权威性与法律的严格性。这些可作为我国规划体制改革的参考。
