墨尔本对大都市区的发展进行规划有较长时期,起初关注的是居民点的水供服务,后逐步考虑到经济、社会和环境因素,经过50多年的发展日趋成熟。"墨尔本2030"就反映了其最新进展,它通过城市增长边界限制蔓延、鼓励多样化的居住方式、使指定地区得到增长等来描绘未来宏伟蓝图。它的范围拓展到交通,并特别注意与供水相关的环境问题。本文将回顾该战略,概述其关注的地区,强调实施战略可能遇到的困难。这些困难要求对城市地区长期发展的管理采取不同视角来看待。
Abstract：There has been a long term commitment to plan the development of the metropolitan area,beginning with careful attention to the provision of hydraulic services to residential sites,and maturing over the past 50 years to incorporate economic social and environmental concerns. The most recent step in this evolution,entitled Melbourne 2030,has set a broad blueprint for the long terms development by restricting development with an urban growth boundary and nominating places for growth as well as styles of housing that will be encouraged.Its scope extends to elements of transport,and the environment with special attention to the problems associated with water supply.This paper will review the strategy,and outline areas where the actual focus and emphasis of the strategy will be difficult to implement.Those difficulties call for a different view to manage the long term growth of the urban region.
